Sixty and fifty-eight hundredths of an inch. That is what a gauge just west of Nederland caught during Harvey in 2017, and the National Hurricane Center logged it as the highest storm total ever measured from a tropical cyclone in the continental United States, breaking a Hawaiian record that had stood since 1950.

It also means Harvey taught this town almost nothing about wind. That storm's catastrophic wind damage landed 200 miles southwest in Aransas and Refugio counties. One local clause is worth knowing before you hire anybody: the residential amendments require the bonded contractor to haul off all debris from the permitted work, and no inspection will be performed while that debris is still sitting there. A crew that leaves a shingle pile in the drive has stalled your inspection, not just your yard.

Jefferson County sits inside the state's windstorm catastrophe area, so a replacement here needs a certificate of compliance to keep the structure eligible for coverage through the windstorm association. The old zone maps put Nederland in the Inland I band with Groves and Port Neches, a step above Beaumont.
