West Orange exempts your reroof from a permit and then takes the exemption back in the next sentence. Section 4-5 lists work of a cosmetic nature that needs no building permit, and replacing roof coverings is on that list alongside painting, paneling and floor covering. Subsection (b) then says that notwithstanding all of it, a permit is required for installing or replacing a roof deck.

That distinction lands in the middle of a real job. Tear-off is when delaminated sheathing shows itself, and on a house from this town's building years it shows itself often. The moment a crew starts pulling panels rather than shingles, the work has crossed out of the exemption. A roofer who does not know where that line sits will not tell you it was crossed.

There is one more oddity in the same chapter. Section 4-4 requires general contractors seeking permits for residential construction to show proof of registration with the Texas Residential Construction Commission. That agency no longer exists. House Bill 2295 failed in the 2009 legislative session, the commission was abolished, and its records went to the Comptroller. The ordinance has never been updated.

Add that Orange County falls outside the state's windstorm catastrophe area and a West Orange homeowner stands in the thinnest regulatory position on our map: no windstorm certificate, no permit on the covering, and a contractor requirement pointing at a defunct agency. Everything protecting the owner comes from the contract.

The town was platted in 1902 as an addition to Orange, incorporated in 1954 on a 381 to 90 vote, and doubled from 2,539 people to 5,080 during the 1950s before sliding back to about 4,100 by 2000. It has no post office of its own. That single decade of growth is where most of what we reroof was framed, on modest budgets and tight lots.

Modest budgets are where underlayment gets cut first, and underlayment is the layer that matters most on a coast that averages sixty-five inches of rain. A premium shingle over builder's felt is a worse roof than a mid-grade shingle over self-adhered membrane, and the second one usually costs less.
